What is the Global Talent Stream?

The Global Talent Stream (GTS) is a fast-track immigration program that allows Canadian employers to hire highly skilled foreign workers to fill specialized roles in Canada.

It is part of the Temporary Foreign Worker Program (TFWP) and is designed to help businesses grow by bringing in global talent quickly while supporting the Canadian economy.

Eligibility Criteria

Employers can apply under two categories depending on their hiring needs:

  • Category A: For companies referred by designated partners hiring unique and specialized talent
  • Category B: For employers hiring highly skilled workers in in-demand occupations

Employers must comply with all immigration laws and program requirements when hiring foreign workers.

Processing Fees & Payment

Employers must pay a processing fee of $1,000 per position when applying for a Labour Market Impact Assessment (LMIA).

  • Payment can be made via credit card, cheque, money order, or bank draft
  • Fees are non-refundable if the application is refused or withdrawn
  • Employers cannot recover this fee from the worker

Employer Responsibilities

Employers must ensure fair and ethical hiring practices:

  • Cannot charge recruitment fees to foreign workers
  • Must ensure recruiters follow legal requirements
  • Responsible for actions of third-party representatives

Employers may use authorized representatives, but they must not pass any associated costs to the worker.

Labour Market Benefits Plan (LMBP)

Employers are required to create a Labour Market Benefits Plan that shows how hiring foreign talent will benefit Canada.

  • Category A: Must focus on job creation for Canadians
  • Category B: Must focus on skills and training investments

Employers must also commit to additional benefits such as:

  • Training Canadian workers
  • Knowledge transfer
  • Supporting workplace diversity
  • Creating long-term economic impact

Wages & Working Conditions

Employers must offer fair wages and safe working conditions:

  • Wages must match or exceed the prevailing wage in Canada
  • Workers must receive the same benefits as Canadian employees
  • Employers must provide safe and legally compliant workplaces

Only guaranteed wages are considered (excluding bonuses, overtime, etc.).

Health Insurance & Workplace Safety

Employers are responsible for protecting foreign workers:

  • Provide private health insurance if required
  • Ensure workplace safety coverage from day one
  • Cover all insurance costs without charging the worker

Workers must be protected under Canadian labor laws.

Employment Agreement & Conditions

Employers must provide a formal employment agreement:

  • Must be signed by both employer and worker
  • Must include job role, wages, and working conditions
  • Must match the terms mentioned in the job offer

Only English or French can be listed as job language unless justified.
